Purpose of Position:
As the bank for the State Treasurer’s Office (STO), the incumbent in this position is responsible for tracking, monitoring, reconciling and reporting of all funds invested. The incumbent in this position must have in-depth knowledge of all finances of the state, both issuance of debt and investment of liquid funds. The incumbent must also have working knowledge of investments, investment accounting and reconciliations and relevant experience with Generally Accepted Accounting Principles. Additionally, the incumbent must be accomplished in using all state finance systems: SHARE, QED, the online services of the fiscal agent bank and custodial bank as well as other contracted banks and must work with outside auditors and consultants who help the state comply with federal arbitrage rules. The incumbent will be a resource for all of STO, for the Department of Finance and Administration (DFA), and the Legislative Finance Committee (LFC) and is called upon on a regular basis to provide expertise in the finances of the state. The scope and complexity of responsibility is considerable for this role and for STO. Agency preference will be given to applicants that hold a Master’s Degree in a related field and NM CPA credentials.
This position is a Pay Band 80.

Minimum QualificationsA Bachelor’s Degree in any field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Pre-employment background investigation is required and is conditional pending results. Must also pass a drug screening.
